Former French president Jacques Chirac found guilty of corruption

Saturday, December 17, 2011

The former French president Jacques Chirac has been found guilty of corruption and sentenced to a two year suspended prison sentence after a long-running criminal trial concluded this week.

The events which led to the trial predate Chirac’s time as president but center around Chirac’s prior role as mayor of Paris from 1977 to 1995. The court agreed with prosecutors who alleged that Chirac created fake government jobs in order to funnel an estimated €1 million of public money to his political allies in the Rally for the Republic organization.

Benoît Hamon from the Socialist Party said he was glad that “justice has been done” and said it was “a good sign for French democracy that an independent judiciary could pronounce such a verdict on a former president of the republic”.

French National assembly to approve copyright bill

Monday, March 20, 2006

The French National Assembly is to adopt a bill, known as DADVSI (« Droits d’Auteurs et Droits Voisins de la Société de l’Information », “author’s right and related rights in the information society”), tomorrow. This bill reforms the French code of intellectual property (CPI) and other laws, mostly in order to implement the 2001 European directive on copyright.

The directive mandates legal protections of Digital rights management (DRM) measures against circumvention. DRMs are “digital locks” that prevent users from freely copying or playing contents, in order to enforce the copyright of the authors, artists, publishers and producers. The initial draft of the bill, proposed by Minister of Culture Renaud Donnedieu de Vabres, made circumvention of DRMs, or even facilitation thereof, a felony (délit), with a maximal penalty of 3 years in prison and/or a €300,000 fine as with counterfeiting. Since DRMs, circumvention and facilitations were not legally defined, it was feared that the law would effectively prevent competitors from creating players, especially based on free software, compatible with major systems such as Apple’s iPod or Microsoft’s Windows Media Player — or even to prevent the creation of any free software capable of loading files with DRM capabilities, that is, potentially most future text, audio or video file formats.

The initial draft also conserved the threat of a counterfeiting felony conviction for those exchanging copyrighted files on the Internet. This was judged to be unfairly repressive and unrealistic. In France, it is commonplace for Internet users to have broadband up to 16 megabits per second in cheaply priced (€30 a month or lower) ADSL packages, often comprising VoIP phone and television ; millions of users, especially the young, are believed to use peer-to-peer file sharing software. Lawmakers, from both the majority UMP party and the opposition, found it unwise to turn millions of citizens into potential felons. As a consequence, the Minister proposed a “gradual” scheme where mere downloading of one file would be punishable by a €38 fine, which was adopted as an amendment. It remains to be seen how the law will be enforced.

With respects to DRMs, lawmakers from both the majority UMP party, the centrist Union for French democracy and the opposition adopted amendments that make it compulsory for publishers of DRM-encumbered content to give the specifications to whomever would like to implement a compatible player. This proposal was decried by some US news sources as targeting Apple Computer’s iTunes system, tied to the iPod players. It is yet unknown, though, if these amendments would apply to companies that choose not to claim the new special protection awarded to DRMs by the law, which enable them to sue those who implement software meant to circumvent their protections.

Lawmakers also expressed concerns that the proposed law would weaken existing legal exceptions to copyright, especially the right for users to make copies of copyrighted files for private use (CPI L122-5).

The lawmaking process was quite a bumpy one. In December, lawmakers adopted a surprise amendment that would legalize peer-to-peer sharing as “private copy”, much to the dismay of the Minister of Culture. The amendment, proposed by a bipartisan coalition of majority UMP and opposition lawmakers, was the first in a series that would have established a system known as the “global license” through which Internet users would have paid a flat fee in exchange for an authorization to use peer-to-peer services. The fees collected would be redistributed to authors and performers. In March, the Minister tried to withdraw article 1 of the law, which was the one that was amended to his dislike, but the next day he had to reintroduce it because withdrawing it may have been unconstitutional. The Assembly then voted the article down and adopted an Article 1 “bis”, essentially an amended version of article 1 without the legalization of peer-to-peer sharing.

The law, initially presented as an uncontroversial, technical text, soon became a hot topic. Some lawmakers, both from the opposition and the majority, decried intense lobbying by the entertainment industry. Some amendments were nicknamed the “Vivendi Universal amendment”, from the name of a major entertainment company that some lawmakers and commentators claim has inspired them. UMP lawmakers such as Bernard Carayon denounced pressures and even blackmail from some powerful lobbies.

The Assembly will very probably adopt the bill on March 21, despite the opposition of some UMP, UDF and opposition lawmakers. The bill will then be sent to the French Senate for further amendment and approval. Since the government declared the bill to be urgent, it is probably that after examination by the Senate, the bill will be sent to a mixed Assembly/Senate commission for harmonization, then finally voted. Given that some UMP and opposition lawmakers have voiced concerns about the constitutionality of some episodes of the lawmaking process, it is likely that the bill will get sent to the Constitutional Council for constitutional review. Finally, president Jacques Chirac is likely to sign it into law.

Steps To Make Sure You Locate The Most Suitable Cleaning Company Redbridge}

Submitted by: Michael Sheen

Selecting cleaners who are excellent for you, and who clean to the standard you need is usually a challenge. Yet, there is a way to avoid having to use different cleaning firms, before finding the one that works for you. It involves a little time and research, however it will save you an enormous amount of time, effort, frustration and wasted money in the long run.

Just some search, some ideas, and knowing what you need can secure the Cleaning Company Redbridge that suits you perfectly without the substantial trial and error method which is so frustrating. Start by narrowing your list of cleaning providers, to a short list by going through the site of every cleaning firm.

While you are viewing their site, take a note of some things. Does the website look decent? Is there adequate info about the services? Do they have prices on their website, or a way to ask for a free quote? Are they obtainable – for instance, is there a contact phone number, or only an email address or web form? You want to be able to give them a call and talk to them, rather than just being able to communicate with them in writing.

Find out if there are images of the employees, or their work, and find out if there are testimonials from previous clients. Do these testimonials look real? When you have had a good look at their website, eliminate companies that are either unprofessional looking, or do not have sufficient info. You will also need to check their qualifications and cover details, which need to be detailed on the site.

If the website has a Q & A page, read through it because those answers and questions can supply you with info not found elsewhere on the website. As you go through the websites, copy and paste those that satisfy the criteria, into a notepad or Word document, or bookmark them, so that you have your short list to hand.

Once you’ve your list of most probable candidates, you’ll need to become very clear on what you need from them. Even though we all know what “clean” means, when it comes to the details of having our home cleaned, everybody has different ideas of what an outstanding job looks like. There might be things that you feel firmly about while others you may not notice. You should make sure that the cleaning firm you hire is very clear on what you want from them.

When you’ve got your list, you can contact each cleaning company to have a talk with them and find out if they are able and prepared to clean to the standard you have put in writing. Read them your list of priorities and things you feel firmly about, and ask them if they are going to fulfill that standard. Doing this groundwork will help you to get the most effective cleaning agency.

GAO reveals $1.6 billion spent on public relations by the Bush administration in 2003-2005

Tuesday, February 14, 2006

A new 154-page Government Accountability Office (GAO) report says seven federal departments together spent US$1.6 billion on 343 contracts with public relations firms, advertising agencies, and media organizations, as well as individuals involved in such activities.

Congressional Democrats requested the report after several incidents surfaced in which journalists or commentators were paid to promote the Bush administrations programs, but did not disclose the financing, so called payola. In one case, Armstrong Williams was paid $186,000 for promotions of President Bush’s No Child Left Behind law. The administrations position was that an agencies’ mission includes spreading information about federal programs.

At that time, the GAO had independent objections to the ready-to-air news stories the administration’s provided to TV stations in order to promote it policies. The administration claimed the burden of disclosure falls to the TV stations.

Congress has now inserted a provision into an annual spending bill requiring federal agencies to include “a clear notification” within the text or audio of a prepackaged news story that it was prepared or paid for by the government.

Rep. Henry A. Waxman (D-Calif.) said “Careful oversight of this spending is essential given the track record of the Bush administration, which has used taxpayer dollars to fund covert propaganda within the United States.”

The seven agencies covered by the report are Commerce, Defense, Health and Human Services, Homeland Security, Interior, Treasury, and Veterans Affairs.

India doubles Commonwealth Games budget

Thursday, November 5, 2009

The Indian government has raised the budget of the 2010 New Delhi Commonwealth Games from Rs. 767 crore ($163 million) to Rs. 1,620 crore ($344 million). The decision was made at a meeting of the cabinet led by Prime Minister Manmohan Singh in New Delhi.

Ambika Soni, the Information and Broadcasting Minister stated, “The cabinet approved the proposal of the Ministry of Youth Affairs and Sports for providing a revised budget of Rs. 1,620 crore, as loan to the Organising Committee (OC) of the Commonwealth Games, 2010, at the prevailing government rate of interest.”

According to the Minister, the organizing board hoped that to generate a net income of approximately Rs. 1,708 crore.

“The components of rent for organising headquarters, technology which were practically nil in the initial budget, are now around Rs. 175 crore and Rs. 200 crore respectively. These have also contributed substantially to the (budget) increase”, said the Minister when asked about the reason for the hike. Sponsorships, TV rights and ticketing were other factors influencing the change.

Alongside this, the Queen’s Baton Relay will now encompass all the 70 Commonwealth Games Association nations.

In the international leg, the number of days has been increased to 240 from the previously approved 136 days while on the domestic leg, there has been an increase from 60 days to 100 days.

“The number of volunteers has also gone up to nearly 30,000 and hence the cost of accreditation, catering, uniform, on this account has increased,” said Soni.

DaimlerChrysler plans to cut 13,000 jobs

Wednesday, February 14, 2007

International car company DaimlerChrysler announced today it would cut 13,000 jobs in North America. It could part ways with the loss-making business.

It also plans to cut two Chrysler plants in an attempt to make Chrysler business profitable by 2008.

About 9,000 production jobs will be cut in the U.S., 2,000 production jobs in Canada, and 2,000 salaried jobs.

“It’s hard to say if it’s enough … but the stock is reacting nicely, which is further verification that this is a favorable restructuring move and a much-needed one at Chrysler,” said chief investment officer at Solaris Asset Management, Tim Ghriskey.

Following some speculation that the companies Daimler-Benz (Mercedes-Benz) and Chrysler, which merged together in 1998 to make DaimlerChrysler, would split, chairman Dieter Zetsche denied allegations.

“We do not exclude any option in order to find the best solution for both the Chrysler Group and DaimlerChrysler.”
